There is a big problem poaching Conference USA West teams, and that is the size of their stadiums. The programs with the smallest football stadium in the Big 12 currently is Baylor, with seating for 50,000 people. Only UTEP has that much from the new Conference USA teams you are taking (51,500). The rest of the teams have very small stadiums comparatively: Houston (32,000), SMU (32,000), Tulsa (35,542), and Rice (47,000 - that's close at least). Also TCU's is 44,358, but after this current run, they can probably expand.

Basically smaller stadiums equals less revenue and looks worse on TV.

Rice and SMU were a part of the SouthWestern conference before.

The only two that I can see that would be a problem would be Houston (a no brainer because of their record) and Tulsa. Which would be a better choice, Tulsa or North Texas?

I think the advantages of having all the good Texas teams in one division would outweigh the disadvantages.

This way you could merge the Big 10 with the Big 12 North minus Colorado, and have a big 16.

Your Pac 14 would be Boise, Colorado, BYU and Utah.

You can't just pack programs together, as fun as it seems. Monetary considerations play a part and stadium size is part of that calculus. There is, after all, a reason that Rice and SMU are a part of Conference USA and not the Big 12.

I don't think Utah is going to pass up a chance to be in a BCS-conference just because BYU isn't invited. Even Mormons look out for their self-interest.
