As in most things for Trump, he didn't do anything until his lack of efforts looked bad.
And they still haven't done any contact tracing for the Rose Garden SC event, which falls under the guidelines, and some have claimed was a spreader event.Keep on Civin'

For contact tracing to actually work, it has to be done right away... otherwise, it's probably too late.
And they only did it AFTER they got bad press coverage. They were shamed into doing it.
