                  Well that would be up for debate. I (OPINION) think he knew perfectly well because it's right up his traditional game plan. I do think he could have planned out a better answer than he gave, because he did look stupid up there saying it

                          Biden's actual words:

                          So Biden praised the deal. Didn't take any direct credit. Everything else is just election spin.
