Their population still has a view of foreign relations heavily influenced by the "century of humiliation" and giving in to American bullies would be bad for the Chinese government politically. They also know that Trump hurting the American economy in an election year is bad for him politically and they just have to wait for him to either get desperate for a deal or lose the election in part because of a weak economy in 2020.
