Yes, that is when they gave it to the judge. The document that they gave to the judge has an entry date of 2/15/17 (with a copy having an entry date of 5/31/17). The copy was put in because there had been an error in the original (it called itself a DRAFT DOCUMENT).

No I didn't. I said that Mueller didn't submit the original 302 (at that date which was the deadline set by the judge.).

The FBI/government has tapes that he talked to the Russians and Flynn admitted he talked to the Russians about retaliation and not condemning Israel.

In the document he lies and says that he didn't talk to the Russians about retaliation and about 'not doing something'.

The tapes were heard by people both in the WH and the Post. I do not know if you can listen to the tapes, however, Flynn has admitted to both talking to the Russians about retaliation/etc and to lying to the FBI so I am a bit confused about what you believe happened. Do you believe there are no tapes?
