So the HIC already identified the 12 people indicted by Mueller. Mueller should have indicated them before, but chose to hold his cards until just before the Russian Summit. Furthermore, he didn't indict the Russians identified in the HIC that helped Hillary, making it look like the objective was to make Trump win, not create chaos.
