Under Article II of the US constitution it says "take Care that the laws be faithfully executed." (The "take care"-clause)
Meaning that he has to take care that all laws that have been passed (including those passed under former presidents) will be faithfully executed.
Likewise his agencies are obliged under the Administrative procedure act to not engage in arbitrary action.
Last week 4 cities (Baltimore, Chicago, Columbus and Cincinnati) have sued Trump for violating this woith regards to the ACA (i.e. Obmacare)
And they seem to have good chances to succeed.
The take care-clause has been rarely invoked and never, in modern times, been used successfully against the president.
But never before the USA had a president who sabotaged a law so openly and never left any doubts about the intention behind this (i.e. desiring the targeted law to fail) ... which is illegal under the take care-clause.
Tje article goes on to describe the cases how he tried to get the ACA to fail, for example by cutting the enrollment period for ACA short and making it harder to enroll (so that the ACA doesn't get the diverse mix of healthy and non healthy persons it needs to succeed) and many more.
All of these arbitrary actions where there can be no intention found, other than Trumps desire to sabotage Obamacare in order to force congress to vote to repeal it (with other words, all arbitrary actions which violate the take care-clause)

Maybe someone remembers the Presidential Advisory Commission on Election Integrity?
That was this comission which was instated by Donnie in order to prove his claims, that Hillaries massive win in popular votes came was entirely based on widespread voting fraud (by illegal voters) for the benefit of the Democrats.
Well, the commission was only shortlived and was quietly abandoned in January when lots of states refused to hand them over their classified voting documents.
Well, Matt Dunlap, secretary of state of Maine demanded to get insight into the documents available to the commission, shortly after it was abandoned and got 8000 documents handed over from the Trump administration, after he enforced his demand via a federal court order.
Now, after reviewing 1800 of these documents he found the claim (about widespread voter fraud) to be lacking any factual evidence.
To cite Dunlap:
Contrary to what we were promised, these documents show that there was, in fact, a pre-ordained outcome to this commission to demonstrate widespread voter fraud, without any evidence to back it up
