It's hard to find information on this except from feminist or nationalist sources, but this seems to be a sort of terrorism that has already been happening in the Arab world.  The goal is not just sexual gratification or drunk fun.  It is to punish women for going out in public without a man.  It's disturbing that there isn't more discussion about this in the mainstream.  It's not really hard to find information about incidents like this. There was a huge media ****storm a few years back when it happened in Egypt (IIRC) and a female US reporter was sexually abused.
