You need a total breakdown of central authority for groups like ISIS to form. That was the case of Iraq. Not so in Libya because it actually now has two (limited) opposing govs
But I think that the serious countries of europe were against the american bloodlust of Iraq because of ethical reasons not because they predicted the huge influx of syrian refugees (they aren't THAT smart)

I thought that ISIS formed in Syria?
Wait, it turns out it was actually organized in Jordan in 1999. It was involved in the assassination of an American diplomat in 2002, then moved to Iraq before the war.
