People are sick of the negative change, which effectively comes with refugees. Poor people with different customs and culture were never really welcome by indigenous population, even in today's world where local societies are already largely changed by migration which is sometimes to the detriment to the local population (at least the visible part).
It's also an easy scapegoat, so while there were great strides since 1930's the underlying sentiments are still there in large parts of the population and another wave of refugees will just make it worse.
Ironically for many of those who will be irritated by the refugees it was OK to support removal of Gadaffi and the removal of Assad... It is not always clear who is more stupid, politicians or large swathes of the population supporting war by as long as the leaders say it's a good idea.
