despite the experiences in WW2, Stalin sent millions of people to Gulags or had them shot (or killed by other means)... and also introduced antisemitic policies.
Despite WW2, USA continued to follow an Apartheid policy till the 60s (and actually on a small scale it still isn´t over, considering separate Prom nights, for example).

Also the millions of deaths in WW2 haven´t kept any state of fighting wars or proxy wars ... not even all the states that were involved in WW2.

Then nationality doesn´t matter ... the level of nationalism within the population, as well as the leadership and the propaganda it uses matters more

Turning germany into an agrarian state? Nope ... but both, Morgenthau as well as Kauffmann, followed as similar justification as Hitler ...
judging people because of their "race".
And Kauffmann actually drew a similar conclusion as Hitler ... and that is, that a certain race (the "german" one) has to be exterminated ... the only difference between him and Hitler being, that he chose more humane means to accomplish it (i.e. "just" force sterilizing all germans, so that they would die out within a generation) and that he, unlike Hitler, fortunately was never in a position of power to actually follow through with this plan.

So Kauffmann (in contrast to Morgenthau), IMHO was of a similar evilness, at least when it came to his never realized plans

1. He actually believed in the inferiority of a "race" i.e. the "german race" with regards to coexisting peacefully with other races.
Believing another race is inferior for me isn´t much different from believing your own race is superior. But I agree that Kauffmann had no plans for world conquest.

2. Well, according to the strange world view of Hitler, they were striving for world conquest by other means (i.e. by drawing strings and influencing the world finances and the politicians of all states from the background). Of course, even if this would have been true, this would be no reason to exterminate a "race" ... but neither would IMHO starting a war be a reason ... if it were, the world would be devoid of humans by now

3. As I said ... he intended to use more humane means than Hitler ... nevertheless, as you said yourself, his plans still were plans for genocide (and for reasons that had to do with a belief in assumed differences between the races, with regards to their worthiness of being allowed to exist)
