Despite WW2, USA continued to follow an Apartheid policy till the 60s (and actually on a small scale it still isn´t over, considering separate Prom nights, for example).
Also the millions of deaths in WW2 haven´t kept any state of fighting wars or proxy wars ... not even all the states that were involved in WW2.
Then nationality doesn´t matter ... the level of nationalism within the population, as well as the leadership and the propaganda it uses matters more
