"Red neck" has lost most of it's racial meaning, and instead is more of a self identified joke that generally applies to a cultural subset of whites. But if I saw someone using it earnestly in a way that did appear racially charged I would have the same response.

We do have rules here. They basically amount to anything goes so long as you don't get overzealous with slurs/attacks on race, ethnicity, gender, sexuality.
