I doubt Greece will make the promised reforms this time just like they didn't make the promised reforms the last half dozen times. They know every time a deadline comes the EU will give them more and thus they never actually have to reform anything.

It looks like this might finally be the straw which broke the camel's back. We can hope. The ECB says they are now planning for a 95% loss on Greek debts and officials are going on TV and publicly wondering if the Greek government is trying to get kicked out of the Euro.
The ECB has repeatedly told the Greeks not to take any unilateral action prior to delivering a concrete plan to the ECB as required by last month's agreement but the Greek government decided to flip them the big and do it anyway without even knowing how they will pay for it. Maybe this will finally be enough.
