IT IS NOT DEFINITIVE. It can have different meanings for different people.

I have not once claimed that they weren't sexually assaulted. You are claiming that because you have nothing else to add to the discussion.

It seems pretty clear to me what "incapacitated by drugs" means. And there's a BIG difference between "I wouldn't use those words" and "I think the survey authors were conspiring to make the statistic as large as possible".

Well since we can't prove their intent, it comes down to opinion. This one follows a pattern I have seen many times on Government surveys so I'm inclined to believe it is the case here also. Especially after reading the details you posted. I have mine opinion and you have yours. (which don't see to be based on much of anything, but what the heck, it's your opinion)

At least he did post them in his link. That's what I was using to base my opinion. I searched through and found no further definition of incapacitated by drugs. To me that is a big shortcoming.

Definitely get false positives with that question. A woman in a black out will answer yes, but not assaulted.
