    If you played Civ II, I know how you'd do it. Build settlers, markets and build the cheapest military only when the citizens were discontent. You'd be toast.

      Roughly maintaining military expenditures even once a boom economy with two active wars turns to an economy in recession with dwindling military engagements hardly qualifies as "defunding".

      Not that "defunding" the military would be unconstitutional.

        You also can conquer the entire world with a single Chariot ... or hex edit game files and give yourself Tundra tiles that produce 99 Gold/Food/Trade per turn and the AI still won't use them! So why don't we just do that? *movingtoalaskathiswintertofarm*

          Or you know, you could take the military that was more than every other player combined and half it, remaining safe, but having money to actually put into infrastructure and research.
