And based on your logic, why exactly would House Dems be offering a bill rather than rely on executive decree?
Besides, Obama is right to reject Upton's Bill for one major reason:

This (probably) makes it worse than the (still objectionable) proposal Democrat Mary Landrieu has proposed in the Senate. If the Upton bill passed, Obamacare’s reforms of the market might become effectively meaningless. As of this writing Upton Bill passed, 39 dems voted for the Upton Bill. Yes bipartisan.

So, Obama said he would veto the Upton Bill, and is for (or hasn't said anything against) the Landrieu Bill. Upton said he would support the Landrieu Bill. 39 Dems voted for Upton's Bill, but no leadership, AFAIK.
It is the LANDRIEU BILL which is the bi-partisan one, as leadership on both sides have come out for it. And Obama has basically picked the bill he'd support and said he'd veto the other.
