Your own source admits that Obama has requested additional funding presumably because of costs overruns in implementation. Attacking it via CR is a step in the right direction. While it doesn't gut the entire legislation, it deprives it of significant funds. Hacking a limb rather than uprooting it so to speak.

And that is the truth. This was never going to accomplish anything legislatively and instead it was just Cruz grandstanding to raise his personal profile (at the cost of his party's image) and so that Cruz could swindle a few million more dollars out of dullards who didn't know any better.
