O'care already has it's funding and the GOP had no leverage to force the Democrats to touch it.                           The house just passed a bill stripping out O'Care funding from the government spending bill. The Senate and Harry Reid has no constitutional authority to put it back in and pass something over the House. Not to mention that O'Care in and of itself originated in the Senate. The House stripping it out is perfectly within the powers of the House to do so, and there's nothing the Senate can do. What Reid is going to try to do is usurp House spending powers (if he hasn't done so already since there hasn't been a budget passed since Obama came to power), and ram it through anyways.

                          As for Cruz - he wasn't elected till 2012. He wasn't part of the mess from McCain et al, and I'm not going to hold him responsible for what he was no part of it. The real culprits are McConnell and Boehner. Purse strings remain with the House. House can strip out whatever it wants. This battle will continue until either the Dims take control over the House or the Senate falls.

                            It's a valuable tool for allowing the minority voice of the chamber to make its concerns known. Otherwise every bill could be passed with 51 votes and the minority party can simply go home.

                              The exchanges and the subsidies get their funding from statutory rather than budgetary sources. Attacking it via a CR was never going to work.

                                Attacking it via a CR was never going to work.
                                Your own source admits that Obama has requested additional funding presumably because of costs overruns in implementation. Attacking it via CR is a step in the right direction. While it doesn't gut the entire legislation, it deprives it of significant funds. Hacking a limb rather than uprooting it so to speak.
