Well, yes, but I believe an ordinary human being could subsist for years on bulk dog food plus a big bag of ascorbic acid. Failing that, add some beef jerky, Flintstones vitamins and old people's fiber supplements to your bag of sugar and you've got a technically-complete diet. If we're talking about food-stamps here, we're talking long-term, and quality of life is a consideration. I'm not going to tell some diabetic dude he needs to stretch his foodstamps by stocking up on Dixie Crystals.

I'm not talking about whether you could survive on it long term, I'm just saying how thoroughly ridiculous it is that a diabetic would be unable to afford sugar to treat hypoglycemia under any circumstances. You'd have to be a complete moron.
Though, as for food on a budget, we actually have a poster on this very forum who lived on a food budget of less than $10 a week in Montreal. I live on a food budget of $35 a week, give or take.

Hypoglycemia affects a person's ability to think clearly. (They would become more like you.) Relying on a person suffering from hypoglycemia to figure out how to fix their hypoglycemia is a recipe for disaster.
Hypoglycemia in those who are insulin dependent diabetics tends to come from inconsistent diet and exercise causing mismatches with their insulin doses. Relying on a "fix" of rapid, temporary increase in blood sugar such as you get from eating refined sugar is at best a last-ditch temporary stopgap. The real fix is consistent diet and exercise to helps maintain blood sugar stability. Not a 5 lbs bag of sugar.

The obvious best approach to the situation is to help people maintain a healthy and consistent diet. Contrary to what Dr Reg and Dr HC have been telling you though, raiding eating establishments of their condiments or stocking up on bags of sugar can not achieve this.

All I'm saying is that if you can't afford sugary stuff to keep your diabetes in check, then it's not the fault of insufficient food stamps because that **** is so ****ing cheap you would have to have literally zero assets to not be able to afford it.
And we can't prevent people from blowing all their money on drugs (the illegal kind, not insulin) and then being unable to get sugar. Even through food stamps, because lots of places have illicit markets where food stamps sell for some fraction of a dollar.
