If you shoot someone who has looted, they have already looted. They are being punished. They can't be deterred from something they have done.

I'm not retarded. If people are able to rob you without consequences when you are at your most vulnerable after a natural disaster, looting will be widespread. If the community sends a clear, credible message that looters will be shot, there will be far less looting. It's tragic that a few thugs may get killed in the process but they were asking for it. I am not claiming that capital punishment is a just penalty for robbery.

Looting really hasn't been a problem and the NYPD has been jonny on the spot arresting the few people who have tried it. This looks like a sign made by some local nutjob who was fearing something which wasn't happening.
