Can't remember where (NYT?) but I read that they did claim responsibility. Either way, you want to explain how a RPG ended up in a random irritated crowd? Not likely.

It's perfectly possible it was planned. Then again it could have been that a group used the excuse to attack. Then again Libya recently went through a civil war, so it's also possible that an RPG isn't quite as rare an item as it might sound.
