the conservatives have a solid block of voters, about 30-32% who will vote for them come what may. the other voters, located in the centre, who they need to win, are not going to be unhappy because of compromises with the liberal democrats.

Sweden had no tuition for anyone in the world (until last year?) and subsidized college (by paying for housing/food/etc) for Swedes.

They have a higher educated populace than the US, spend less money on it, and by most measures achieve more research/etc per capita (and more efficiently).

This is while having a poorer (like the US) level of grade school (I knew a boy who found Swedish schools less challenging than South African schools) and a relaxed education system (passing the course depends on the final exam, and you can attempt it at least 3 times (often more)).

(And a large portion of the college courses are taught in English, the majority of upper level courses even. I am really amazed that the anglosphere was not all eager to get educated there.)

(Sweden did require foreign students to have ~10k usd in their accounts (or proof of support) to have a study visa for a year. This is because this is what they calculated someone could live comfortably on with no work for a year, not because the student needed to pay for tuition/etc.)
