Uh, no. 1/10 of those who are <= 14 and have reached puberty are < 12. That doesn't mean 1/10 of those who are <= 14 and pregnant are < 12. Also, he's seen several thousand mothers, not several thousand mothers <= 14.

Might have worked out reasonably well for a bronze-age society where the girl would have otherwise starved to death (not that I think all, or even most, of Hebrew law is just). Here and now, not so much.
