His budget wasn't even remotely honest as it was filled chalk full of false assumptions which he required the GAO to use when it evaluated his budget. Assumptions about the US growth rate, assumptions about how much feedback there would be from his proposed tax cuts for the rich, assumptions about the cost of medical care being kept at ~1/4th the 30 year average, etc... The $500 billion would have been $50 billion per year over 10 years which, yeah, was an over sight but a tiny one in relation to the ~$3.8 trillion per year budget. Ryan's assumptions were much larger such as assuming medical cost inflation would only go up 4% per year instead of the 30-40 year average of 16% or assuming boomers would die sooner than expected instead of, much more realistically, sticking around for much longer sucking up SSI and medicare.
