In BK's case it's mostly a question of who is in power at the moment - if a conservative had shut down the Tevatron or ended the shuttle program then he would applaud them for saving tax payers money, and if Obama had preserved the Tevatron or maintained the shuttle program then BK would criticize him for practicing pork barrel politics and/or trying to spread Islam to the moon or whatever.
