For instance, the French celebrate the Rugby World Cup every 4 years, the Indians and Pakistanis celebrate the Cricket World Cup every 4 years as well.

The "city" numbers you're using aren't just San Diego city. They're San Diego + 2 wealthy neighbouring cities. Even then, you're bull****ting about $48. Where did you even get that?
And again, there are many ways to compute the per capita income. The official Census numbers are from 1999, and I don't know where those guys got their numbers but they're very different from the official Census ones (and always higher), even when looking at the same years in the past (1999 vs 2000).

If we excluded San Ysidero, an area geographically not contiguous with the rest of the city (literally you pass through two different cities before you get to it) right down by the border which is a totally ghetto Mexican area known for Mexican gangs and drug cartels where few people actually speak English because 90% of them are illegals then I'm sure the numbers would rise 50%.
