If by elitist you mean I think facts and reality should be used instead of opinions which are contrary to facts and reality then, yes, or if you mean that experts who have studied a subject for years should have more of a say on the policy of that subject (like Doctors should advise medical policies because they have special training and expertise in that area and the same can be said about scientists wrt their specific field). I don't see that as elitist though and instead simply call it good governance.
