Make no sense.
The Romans did not take a decade to get Hannibal, as you claimed. For one, Hannibal committed suicide. The Romans never got him. For two, the Battle of Zama was in 202 BC. Hannibal committed suicide in 183-182 BC. Where was Hannibal those 19-20 years? It sure wasn't in hiding and it sure wasn't with the Romans perpetually hounding him, since Hannibal became suffete of Carthage, after all, and was doing quite well as a public figure, both in Carthage and throughout the Near East.
And Rome in 182 BC was hardly a superpower.
