        Looks like there is a whole lot of whoop ass in the near future for Gaddafi forces. The mandate is pretty wide.

                LIVE: Libya has declared an immediate halt to all military operations to protect civilians, says the foreign minister.

                Wow, talk about instant results!

                Too bad the resolution wasn't voted on a few weeks back so that unnecessary deaths could have been prevented...

                    Apparently an American airstrike on Tripoli, back in Reagan's time, really put the wind up Gaddafi. It killed a member of his extended family. Perhaps he is so very averse to being on the receiving end of airstrikes that he will do this to avoid being on the receiving end of another one. :speculative:

                            He claims he's going to surround the city to "assist" people leaving. No military assault but he will send in police and security to arrest the bandits.

                            Gaddafi realises he can't take to the air anymore so he is down to ground assaults.

                              It was more the combination of the ease of the F14 shoot-downs of his jets in his proclaimed "zone of death" as well as the F111 strikes that appeared to calm the Colonel down. Reagan/Thatcher scared the soviets, Gaddafi must have **** his pants with worry about what they would do next.
                              We need seperate human-only games for MP/PBEM that dont include the over-simplifications required to have a good AI
