I thought something similar. This doesn't seem to have been calculated to have maximum political impact for him. Since he waited this long, I figured he was either: a) never going to produce it; or b) waiting for the opportune moment. It's possible, I suppose, that this is the opportune moment and I just don't realize it yet...For political reasons, he likely should have waited to release it right before the Iowa primaries.
