Yes. And if people stop paying to the point that the service becomes unsustainable, then the city can take action. You act like this whole thing is on some uncorrectable course. If the system starts "failing" because the threat is "less credible", then they can just pull the service and tell the county to **** itself until it wants to fix the problem.

IF the service actually becomes unsustainable, then they can also simply actually refuse to service the houses until the threat is credible again. I don't see any indications now that the financial situation was that dire, and it's not a valid assumption to make.

It's a fluid situation. IF the financial situation changes for the FD, then they can change what's going on to sustain the service when that point happens. It's not worth burning down a house to make a point before it's even an issue.
