      OTTAWA—Federal government workers and Supreme Court of Canada employees have joined the ranks of high school students as purchasers of illegal smokes, a study by the Canadian Convenience Stores Association says.

      Researchers counted cigarette butts outside government buildings and schools in Ottawa to determine how many were contraband. The results show how widespread the problem is and the adverse affect it is having on corner store owners, say the study's sponsors.

      “It's everywhere,” Michel Gadbois, senior vice-president of the CCSA, told reporters in the nation's capital, where the association launched its 25-city tour.

      It is lobbying the federal government to tackle a seven-year-old problem and whittle illegal sales down.

      “Morally, these are places that should be zero per cent because they are government buildings,” Gadbois said.

      The butt study results ranged from a high of 39 per cent contraband outside an Ottawa high school to 22 per cent outside the Supreme Court building. Outside the Department of Finance building, the researchers found 32 per cent contraband butts.

      Gadbois said the association wants federal and provincial governments to reduce the rate of cigarette smuggling to 10 per cent, from a high of 50 per cent.

          Triangle trade isn't necessarily a euphemism of slave trade, as the phrase slave trade is very broad and can refer to any number of historical slave trading routes, whereas the triangle trade was a very specific trade event. It's not like the textbooks are going to blatantly lie about what (and who) was traded by the triangle trade.

            A bigger question is how the new textbook will deal with the broader subject of slavery in the South, secession and the Civil War? Will it essentially skip over the issue of slavery or perhaps even have a little praise for kindly treatment of black people by their masters? Will it declare that "states rights" was the primary reason for secession? Will it blame the Union for the war?

            Maybe it's time for Texas to do away with the old way of buying school books and leave the purchasing to individual districts?

                SlowwHand's point is sound in the sense that states should (and do) have their own independent school boards but the Texas school board frequently makes decisions based on religion (and are totally open about it) which is clearly unconstitutional.
                If there is no sound in space, how come you can hear the lasers?

                  My point is sound in that Texas is something like the biggest buyer of textbooks and states tend to follow the lead. It's also sound in that if your state doesn't like it, don't follow the lead.
                  It's again sound because I've been telling you people for years that:
                  Will it declare that "states rights" was the primary reason for secession? Will it blame the Union for the war?
                  Why would you not listen to us when we tell you why?

                        People will generally fight for their homeland, even when it's in the wrong. The reasons an ordinary soldier has are not necessarily what the war is about. Look at Nazi Germany. The average German soldier may have been fighting for their country but I'd say the motivations of the Nazis, who were in power, are what lead to the war.

                        edit: I'm not saying the south was a dictatorship, but it does seem that slaveowners had a lot of political power
