As there is currently no reason to believe that practical interstellar travel is even possible, I think Dr. Hawking must be going senile. I can't think of any way to get here faster than a crawl relative to the distances, nor any way to know what's here to exploit without actually sending someone/thing here to look, nor any way to communicate with the home star system faster than a slightly-faster crawl...did my admittedly-limited physics instruction leave something really big out?

No, you didn't miss crucial parts, but "slow" moving civs that moves from one planetray system to another picking up what they need isn't that insane. It doesn't have to be biological active systems - such would probably be an annoyance.With or without religion, you would have good people doing good things and evil people doing evil things.
