Exactly, we simply punish people for different stuff, none of that is relevant as to whether we are both western democracies.

I want to punish you for using the word "simple" instead of "simply."

                Onodera,

Considering the USA is twice the population, and they don't treat prisoners like slaves, I really don't see the comparison.

Twice the population of what, the USSR? No. And posters above have been trying hard to demonstrate that they do. Or at least force them to work.

I'm pretty sure I paid for a moon mission. And a jetpack.

Instead I got some failing banks, bankrupt car companies and other garbage - and apparently I owe millions for their CEO's bonus. Government is the worst Santa ever. Couldn't I at least get socks or something.

It does make me wonder if some other countries report the true number.

Wouldn't the simplest explanation be that we have a higher proportion of the population prone to committing crimes and/or a police & court system given the resources to actually discover and process more crimes? For me the number of prisoners is just a reflection of how serious we are about catching them. Less budget means less collars.

Stalin era, was only 180 million by '51. So a bit more than half.

To the first part, No. Many other countries have a higher poverty rate which to me means more people prone to committing crimes. To the second part, I'll agree with mostly but there are countries where there is less burden on the state to provide proper proof that someone should be incarcerated. So a higher level of resources is not really necessary.
