For me, the shear numbers of prisoners points to something that the US does differently than all other countries -- it's nothing that can be denied. It gives me pause.

It does make me wonder if some other countries report the true number.

Wouldn't the simplest explanation be that we have a higher proportion of the population prone to committing crimes and/or a police & court system given the resources to actually discover and process more crimes? For me the number of prisoners is just a reflection of how serious we are about catching them. Less budget means less collars.

To the first part, No. Many other countries have a higher poverty rate which to me means more people prone to committing crimes. To the second part, I'll agree with mostly but there are countries where there is less burden on the state to provide proper proof that someone should be incarcerated. So a higher level of resources is not really necessary.
