China's birthrate is the result of artificial government interference that is probably outdated, but was at least partially the result of a concern regarding the ability to feed the population.
Japan's growth rate is more indicative of the lifestyle many/most Japanese lead, which tends to be very high stress and work oriented. Add to that the cost of real estate in Japanese cities. Would YOU want to raise a kid in a 550 square foot apartment you can barely afford?
As for Russia, I wouldn't even consider them in the same category as Western Europe, although let's take some more samples from Western Europe vs. the USA:

The only country I'm aware of with an actively anti-natal policy is the People's Republic of China, yet the economy of the PRC has been rapidly expanding year over year for quite a while. If you want, I'll get you specific economic growth numbers, but I don't think you want to dispute that China's economy has been growing.

Oh I don't dispute it, but by 2014, which is only 5 years from now, their workforce will be shrinking.
If China wants to have any influence on the world, they will have to act sometime before then. Their growth is already slowing.

Of course their growth is slowing - they are getting closer to 1st World status. That statistic is disingenuous in the extreme. Countries can't support double digit growth forever, no matter what they do. But the fact is, the only nation I am aware of that has had a consistent anti-natal policy has recorded consistent double digit growth, and while that level of growth can't continue, no one at all is predicting negative growth.
Well, I think it fair to compare apples to apples.
I think there are very real cultural factors that also come into play, but in general, having a low birthrate in the developed world is an economic drag.

FWIW, high birth rates are correlated with two main things:
1) General stupidity and religiosity of the population. The more religious areas don't know how to use contraception and/or don't believe in it, leading to families of 16 kids and a PRAISE JESUS HE IS BLESSING MY 14 YEAR OLD DAUGHTER BY GETTING HER KNOCKED UP attitude
2) General poverty and their lack of access to contraceptives and sexual education
