      I always found it odd how Card idendified Russia as the theoretical world hyper power in his books. Its like he forgot China existed.

                      Wasn't it clear that the USSR was in decline by then? I mean talking to my parents they told me that everyone knew Yugoslavia would fall apart sooner or later after TIto's death in the 80's, it was just a slow process of it being ok to say so in public. Wasn't there a feel that the USSR would cease to be a threat in just a few years?

                        USSR was in decline since 1973 at least (but it was a threat for much longer). Whether it was clear to anyone by that time I don't know.

                            According to reports I read (a long time ago) the USSR could have kept going, economically, for another 17 years had the social implosion not occurred.
