Slight problem with your solution. Poverty is by defintion relative.

By the nature of the definition and the fact that if cockroaches were the only species left on Earth they would look down on other cockroaches who had smaller ****-piles to live on,and King Kaka the Turd would be venerated, you can't truly eradicate poverty by removing the current poorest as you would only create a new level that is considered poverty.
To be honest you'd do a far more efficient job in lowering poverty in locking up the people beyond a certain wealth in the camps and destroying their wealth as there are fewer of them and afterwards comparatively more people would have a good standard of living.
Still, I could buy into the idea on a sports and recreational basis. Just not the social improvement conceit.
