However I have personally met 1 person who believed that Bush was directly responsible.
I've met two myself, and he's a doctor. He sincerely believes that Bush orchestrated 9-11.

There are some similarities between fringe elements in the base, but the big difference is that the right wing crazies are being embraced by their established politicians and media. You have former VP candidates posting about death panels on Facebook. OTOH, the Democrats have made a concerted effort to shun the fringe. Sheehan is an interesting example, since she had an ineffectual crusade last year against Pelosi (someone who can fairly be characterized as being on the liberal end of Democratic politics). The only 9/11 truther among prominent Dems was Rep. Cynthia McKinney, and her ass was swiftly primaried out of office.

Most likely the questions were skewed.

We can easily prove the Administration, all the way up to the President, were informed that there was a terrorist attack in the works, and that it included multiple hijackings. People, being naturally able to put small pieces of information together to create a whole picture, have taken that, with tiny disparate other pieces of info, and created whole conspiracy theory: ranging from our government was behind the attacks to we knew exactly what the attacks were going to be and let it happen anyway.

The truth is far more banal. They didn't think it was going to be that big a deal, maybe one or two planes hijacked and hostages taken. With this kind of threat, the airlines weren't about to allow the Feds to put marshals on all their planes, and the Feds weren't inclined to ask. Ashcroft considered the threat serious enough, however, that he personally stopped flying civilian planes. It wasn't a great conspiracy, it was incompetence and neglect.
