For some reason the state has marked it as desirable to own practically all freehold land (lord knows why it's still such a controversy--the state can always take back land if it needs it by compulsory acquisition anyway). So it is possible that adverse possession laws do not apply to this case.

No to your question, except for Jews. Yes to your second remark, although the Israeli government would not agree with the "illegal" part. New rulings based on questionable previous rulings will most likely sound more and more unfair to all non-Jewish appellants. Very little in the Israeli legal system is oriented to fairness for Palestineans.

No. Adverse possession can continue even if the possessors change.
There is no evidence of adverse possession since the '30s - assuming that is even a concept of Israeli law. Clock starts in '56, or perhaps in '67 depending on circumstances.
