I don't see how this helps your argument.The Pupil-Teacher Ratio is enrollment divided by the number of full-time equivalent teachers. One of the problem with having authority on children comes from the parents. The early problem children tend to have very protective parents, that consider their children are right all the time. Teachers are often with conflicts with parents over a bad mark or a bad appreciation. You can imagine how inclined the child is in those situations...
Before thinking about beating children, perhaps it would be a good idea to think about what constitutes a teacher's authority in the first place
