It's been made especially acute this year by Democrat intransience on the issue over giving the medicaid program stable funding sources such as a hospital tax and thier refusal to save any stimulus money for the next fiscal year which is expected to be worse for us tax wise than this year due to the economic crisis.

                Possibly because for most of last year, gas was at $4.00/gallon, old oil wells were being opened in East Texas because they were suddenly profitable again, and taxes from oil companies were pouring into the treasury.

                    Texas's basic fiscal survival concepts is to sock away some savings in fat years to help cover later lean years. What a amazing arcane complex idea, too secret for most governments to follow.
                    Being rather miserly on spending and having some serious limitations on government activity and legislative process are biggies also. Agencies and programs are sunsetted rather than having indefinite lives. The structure and rules of the legislature make broader consensus needed to advance new legislation, and the system effectively rations the amount of legislation than can be passed. Their is a high ratio of checks and balances to power.

                      Whats bad about this? The simple fact is that we are living beyond our means at all levels, this is forcing our governments to cut services to where they should have been in the first place.

                            California is just going through its usual budget wrangling due to the stupid 2/3rds law however it is made worse this year because of the recession and resulting drop in tax revenue. Texas is still hopelessly behind us in every way so just accept your second rate status and be happy everyone dislikes you.
                            I think more people hate Californians. I mean you've got Hollywood AND the Lakers.

                            Not to mention the Raiders too.

                            As for blaming the 2/3rds law, most people blame the Democrat legislators.

                              Minority veto is never a good thing especially not in day to day matters and especially not when the politicians are allowed to gerrymander their own districts. Majority rule really is the only thing that works.
