It's a little over 3.7 litres to the gallon; in other words, for it to drop to $0.99/litre, we'll have to expect it to be around $3.67 to the gallon from the current $5.55/gallon you have in Canada.
Chicago's at $4.30/gallon at the moment; we'd have to expect a similar 33% drop, so gas should be around $2.88/gallon by the end of the month.
Would you care to wager?
I'd wager it dropping to 0.99 dollars a litre up here, sometime before the end of the year. I'll take a picture when it happens.

His energy policy also includes lots of attempts at extracting more from what we have: greater efficiency, smart grids, weatherizing homes, more flex fuels, and the like.

I don't think they will take it. People are leaving Las Vegas now. The only way it goes to the Dems is if Las Vegas has enough of a population to outweigh the rest of the state.

Nuclear power is an excellent way to generate electricity and freeing up things like coal and oil for use in mobility. We shouldn't be spending a drop of oil for electricity generation.

I'm not arguing with you here. I've always been a staunch supporter of new reactor technologies, in particular the pebble bed reactors being developed in China and South Africa, or thorium fuel reactors being developed in Germany, Russia, and the USA.

You don't have to support something to see its value. His policy position clearly states that he's willing to consider it.
Whether he'd actually do anything about it is another matter, one which I have significantly less confidence regarding. Since nuclear plants take forever to complete, though, and since the Yucca Mountain issue has been going on for years, even if he did do an aboutface and completely support a nuclear option, the first plants likely wouldn't come online until after his term (first, or second, if he does somehow get another one).

Ben, you don't have a clue about what you are talking about. The price of oil on world markets has recently gone down not because of any action in the US but because other countries who subsidize oil prices have decided to pass on some of the oil price increases to consumers. China, India, and Indonesia all recently raised the prices of gasoline by reducing the amount of subsidy the government pays. Not surprising with over 2.5 billion Asians suddenly forced to pay more they've started using less.

I was told the price was going down because consumption has dropped, as well as increased refinery production in the gulf of mexico, as refineries finally start hitting full production after the Katrina disaster.
Coupled with the fact that our oilsands production continues to rise, along with the production in Saudi Arabia and elsewhere.
