Yes, world consumption recently dropped because countries which had previously not seen consumption slow (due to heavy government subsidies of oil consumption) raised the price of oil. India, China, Indonesia, Mexico, and several other countries who heavily subsidize gasoline recently passed on price increases to consumers so consumption dropped. Consumption in these countries largely doesn't respond to price because the government sets the price and subsidizes it to keep it low, but, when the government decide to pass on price increases suddenly consumers are faced with higher prices and cut back on consumption.

Having 2-3 billion people suddenly cut back consumption, even in a small way, results in big reductions in world consumption.
