Actually, Puerto Rico was already autonomous by the time the U.S. declared war. They were freer under Spain than they are today.
The Philippines had freed themselves everywhere except in Manila, and the Cubans were well on their way to defeating the Spanish. Then the U.S. attacked. One other thing to consider, only those living on the island are allowed to vote.
