It is strange to do that. Normally, you would call someone by their title and last name in these occasions: Senator Obama, Senator McCain, Governor Clinton. To use a full name like that in a political setting shows great disrespect to the person and his position. That Rove had to remind his party of this is sad. This is especially true in Obama's case, where his name happens to coincide with an infamous enemy of the US. To ignore this, only makes someone look ignorant or sleazy. Fortunately, McCain has better sense. However, his own party and its supporters may end up screwing him with behavior like this.

I don't see why if the democrats are proud to have a candidate like Barack HUSSEIN Obama, that to cite his entire name in full would be problematic. Are these the same people who have a problem with Hillary Rodham Clinton, which is what she has always insisted she be called?

Of course I could also call him BHO, which to some would be even more offensive.
