The idea would require the creation of several new reservoirs to supply water for the canal as well as the actual construction of the canal itself. It sounds like a good idea if it can be done without excessive environmental harm.

As far as the plan to move the capital... that was the previous President (ROH Moo-hyun), who (probably) did it to curry favor with the Chungcheong provinces--where the new one was to be located. After much uproar, it was ruled by the Supreme Court that such a move is unconstitutional, and therefore he tried to push ahead a plan to set up an administrative capital there where most of the government will be.
It's going to be named Sejong City, and will be near my mother's hometown of Cheongju and Daejon.B♭3

It is a rather retarded idea, the reason that Lee was able to win anyway was that the ruling party is widely hated for being a bunch of incompetants (which they are).
I expect that not much will come of it. In Korean politics there's a long history of people trying to tout a BIG solution to a problem which then gets talked about a lot but nothing much ever happens with the implementation, I expect this to be like that.
Same sort of thing with the English education. English education is ****ed up in the public schools because most public school English classes consist of teachers diagramming English sentences in Korean while the students listen and some grammar worksheets (no speaking etc.). Instead of fixing that you get a bunch of idiot ideas like English Villages (kind of theme park/school combos that are full of Russians who barely speak English but have the right skin color) and Lee's new idea of telling Korean teachers that they're going to start to have to teach science etc. classes at least partially in English.Stop Quoting Ben

In most large construction projects the ground has to be prepared for whatever is going to sit on top of it. In order to prevent catastrophic landslides, ground shifting, etc... the land has to be graded and the soil must be structured. Aggregate is generally shipped in and used for soil structure.
Aggregate is made out of many types of rock. Each type has a role.
