    The video camera on O’Connor’s cruiser recorded what happened next: O’Connor walks up to Snelling’s car window and demands a driver’s license and registration. Snelling’s voice rises, saying, “Whoa! Whoa! Whoa! Let Me Get It” O’Connor shouts back, “No, not ‘whoa, whoa, whoa.'" He orders Snelling out of the car. Snelling complies, but O’Connor shocks him anyway with the Taser — all within 45 seconds of being stopped.

    After an investigation, the department’s Internal Affairs office saw no need for disciplinary action. But then-Acting Chief Cathy Ellison reviewed it and ordered a three-day suspension for O’Connor, who served it and then returned to duty.

        The stupid know-it-all jackass driver deserved it. Serves him right for being on the road and getting pulled over. In fact, the cop was a hero - the driver could have pulled out a tire iron and beat himself to death with it while playing chicken with oncoming traffic. Who knows how many lives this cop saved.

          I all the time go 75 in a 65. If I go 70 (even sometimes 75), the cops ride my ass until I change lanes and then speed past me. I regularly go 80, and haven't been pulled over for speeding.

              Yeah, getting pullled for being 5mph over the bar seems a bit harsh. Usually it's enough for the copper to cruise up behind and go "ahem" with his lights or something.

              Though, being a number-plate short might be a better reason.

                  Secondly, the driver seems to be screwing around and being non-cooperative, forcing the officer to explain the reason for the stop and to repeat the request to see the DL and proof of insurance. On the third request the officer raises his voice and gets a smart ***** "whoa whoa whoa" response from the Driver and then asks for the DL and insurance a fourth time.

                  The driver's female passenger tells the driver to give the officer his DL. The driver states "No, this guy is yelling at me for whatever reason -" At this point the driver after refusing to comply with four requests to provide is licence, and then stating "No, this guy is yelling at me for whatever reason -" after the passenger tells him to provide his DL has more than demonstrated that he is not going to comply with direction.

                  Here he would be warned that he was going to be arrested for obstruction and asked out of the vehicle.

                  The driver is then asked out of the vehicle - he refuses. The officer asks him to step out of the vehicle two more times with a 5th request for the DL and insurance.

                  The driver gets out of the car while the officer is ordering him to put his hands on the rear of the vehicle. The driver steps towards the officer instead of the rear of the vehicle and receives an "open hand soft" (a shove) intervention technique to move him away from the officer.

                  The drive then takes a half step towards the officer again, who then yells "stop", and then deploys the taser.

                  Other situational factors unknown to us - what was said during the inaudible moments and the prior history of the driver. He may have been a known problem guy.

                  In my opinion, this should be a training tape of a good example of a taser deployment.
                  I agree with you 100%! It sure is funny how this video was "captioned." We are not given the FULL statements made by the driver. It was CLEAR, this was ANOTHER idiot who thinks that HE can control the situation. It was CLEAR, that HE believed that HE was above the officer and the law. HE RESISTED LAWFUL instruction by the officer. ACTIVE and possibly even AGGRESSIVE. Anyone takes steps like that toward me, ESPECIALLY ON THE SIDE OF A HIGHWAY (), and they will be seeing pavement.

                  Plus, this guy's talk of racism. Funny, he even discredited the belief in driving while black ("I have NEVER been treated this way"). Oh, and "I have friends" in the pd.

                  Good tase. Could different/more talk have worked? Probably not. He already showed that he was not going to comply THE SECOND the officer walked up.

                    The driver was definitely obstructing. I do agree that the tazering wasn't really necessary.

                    I also would be a bit miffed about getting pulled over for going 5 miles per hour over...

                      The cop didn't even give him a chance to comply. Screw that. The cop was out of control and deserved way more then a three day vacation.

                      Actions like this won't stop until departments, cities, and cops themselves start getting hit on the bottom line with law suits.

                          There should be a law that states immediately prior to using a taser, a cop must yell at the top of his lungs: "Imma chargin my tazer!"
