I don't think I have a rep on these boards as an extremist but I'm going to say it anyway. I think that cop was a sadist. I see no better explanation for why he was so eager to use that taser.

I think the biggest problem is cops think of it as a non lethal weapon. It should be used as a second to last resort (but before pulling a gun). Seeing as some people are susceptible to dying from the thing, it should be used as a second to last resort.
Even if the thing doesn't kill you it's going to hurt like hell. Though I've never been hit by one, but I'm sure it hurts.

Ehrm, that officer managed to give that order four times in something like 15 seconds including the explanation of why he was pulled over.
However, like I said, I would have given verbal commands more of a shot; but then I was not privy to the background info given to the officer about the subject.
What background ? No licence plate so no way to identify the driver, and they obviously didn't knew each other.
With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion.

The info from dispatch could have been "This guy has three arrests for BTPO."
The fact the officer was ultimately suspended for his behaviour leads me to believe this was not the case. Since it is your theory, you provide better evidence than this.
Yes, it happened a bit quickly, but there might have been reason for it.

I have a couple theories:
a) The cop really had to pee and couldn't hold it much longer. I have nothing to back this up, just throwing the idea out there.
b) He really wanted to taser someone and any ol' excuse would do. My evidence for this? What I just saw.

So as with the last incident, I'm being told a good officer was suspended for a job well done simply for PR reasons.

I thinkhe was about to get after the second request, but without even giving him afew seconds, the cop then gets impatient and raises his voice and makes a third request. The driver then gets angry and basically tells the officer to calm down and give him some time. The officer then gets even more impatient and is appearantly thinking the driver is being more unreasonable when he makes a forth request. The passenger then tells the driver just to give him the licence. When the driver responed with "no" the officer took it as a direct rejection (and he was probably going to tell the officer to calm down again).

I wouldn't retrieve my documents before the cop gets to the car. You never know if the cop thinks you're pulling a gun.
Best to wait until he gets to the car and can see what you're doing with your hands and then do what the cop says.
Maybe this is just city paranoia, on the other hand.

That gives me the idea, why not just walk up to the car and zap them while they are still in the car? Not only will it prevent friendly police officers from being brutally shot to death, it also reduces the risk that innocent* drivers hurt themselves when they fall down on the street

Yes, IA took no action when they should have. The fact the video got out only made it impossible to cover any more. The recent taser case in BC was a good example of this. The cops originally siezed the tape and for an entire month claimed no big deal. Only when forced to release the tape by threat of court action did the public see what the RCMP knew.

There simply is no justification for that kind of uncalled for brutality. No sane person would buy into the claim that the man ever physically resisted. At a bare minimum the cop should have been fired and the city of Austin should get its ass sued to force them to control their police and remind them they're public servants.
