Cop pulls the guy over for numerous violations. Speeding is just one of the reasons and at only 5 over is very minor. The main reason he got pulled over is the licence plate. In some states, you don't need a plate on the front, but as far as I know, they all require a plate on the back (Wisconsin requires it on front and back).
The cop approaches the vehical, introduces himself and requests documents. Instead of handing them over, the guy asks why he was pulled over. The cop made an error in that he should have told the guy why he pulled him over immediately after introducing himself. Ok, this is more of a training issue rather than a policy issue and there is nothing wrong with it. Some cops only tell them what they are pulled over for if asked or after they get the documents. I prefer to tell right away.
Anyway, the subject (its just easier to refer to him that way) asks why he got pulled over. The cop then explains it to him and asks for the documents again. The subject responds with something, or some kind of gesture, but does not give the requested documents.
The cop rasies his voice and then makes an order for the documents. The traffic noise is not helping the situation. The subject then says Whoa, whoa, whoa! Let me get it!" and the coop restates the order and gives the subject options (either give me the documents or get out of the car).
The passenger says to give over the documents which to me indicates that up to that point, the subject had made no effort to either retreive the documents or to hand them over if he had them in his hands. This is the first big mistake by the subject. He had to know that the documents were going to be requested before the cop even left his squad. Why didn't he have them ready?
Even after the passenger tell him to give the documents over, he says "No, this guy's sitting here yelling at me for whatever reason." and continues to argue with the passenger about the documents but still not making any appearent effort to retreive the documents. Because of this, the officer opens the door and orders the subject to step out of the vehical. The subject continues to disobey the officer. He draws his tazer and again orders the subject to step out of the vehical and to give over the documents.
The officer steps back to allow the subject to exit the vehical and orders the subject to go to the back of the vehical. The subject turns to face the officer (big mistake #2) instead of just going to the back of the vehical. As the subject is not following directions, the officer puts his hand on the guys shoulder to direct him to the back of the vehical.
At this point, the subject begins to physically resist as he throw the hand off with a shoulder shrug (or perhaps the officers hand is pushed off. I'm not sure as the picture is too grainy.) still facing the officer the subject takes an aggressive stance toward the officer and even takes a step toward him (big mistake #3, and it's the biggest one of all). The cop fires the tazer at a justifiable time. Actually, I think he showed pretty good restraint by not firing it when the hand slapping was going on.
Yes the situation did seem to devolve rather quickly, but that may have been because of a difficulty with hearing do to traffic. There is also a chance of profiling on the officers part that lead to the quick actions, but that is difficult/impossible to prove.
The only way I would have handled it differently is I would have made more of an attempt to gain the documents verbally (but then I don't work on a busy high during high traffic periods).

The first quote from Siro I think is a very good assesment of the situation. Maybe even better than mine I I didn't even think about the background angle on the guy ( ). The only way I diverge from it is that I think there are better examples of tazer deployment than this one.
Now the second quote Siro made is a different matter entirely.
I'm just amazed at how low your "non-compliance" threshold is for taser use. I've yet to have a client that was tasered but by your standards I should have had many.

He took an aggressive step towards the officer. You're right. You do that to me (especially when I have reason to already have my taser drawn), you're getting .
I think the issue is the step towards the officer. At that point isn't there a valid concern for the safety of the officer? Before that I wouldn't see it as justifiable, but once an aggressive step is taken towards the officer, all bets are off...

Why did he order it several times in a few seconds not giving "teh subject" a reasonable chance to comply ?

When you get pulled over, how quickly does the officer get to your car after you've stopped? When have you even been pulled over and NOT been asked for a drivers licence?

However, like I said, I would have given verbal commands more of a shot; but then I was not privy to the background info given to the officer about the subject.
